Dammit Note beat me to it. But no I played the game first you face a Red one then a Green one then a Blue one...if I put them in reverse order I must have misunderstood how you worded the question...red is weakest Blue is strongest.

There are 3 1. In World 1-3, get to the white platform towards the end of the level, crouch down on it until you can walk behind scenery. Then run PAST then end of the level until you hit a hidden Mushroom House. The whistle is in a big treasure box in the house.
2. In the first world's fortress (you must have a leaf to get this), get to the part with a dry bones and a powerup. In THAT room run back and forth to build up speed, then fly up as far as possible and fly right over the right side of the wall. Then keep running as far right as you can, being sure to press up so you can go through the door. Mario will drop into a room with the second warp whistle.
3. In world 2, defeat the wandering boomerang dude who has the hammer. Then go to the top right of the screen and break the rock there. Go right to find a mushroom house and another set of firey wandering boomerang brothers. Defeat the firey boomerang brothers for the third key.

When you equip the cursed belt it won't come off. You have to have that guy in Brecconary uncurse it for you I think . . .
