Teachers have a limit to how much paper they can use per quarter, called "clicks". Certain teachers don't really use paper, so they wind up with like 1000 prints by the end of the year, others are stressing out over not having enough. Paper defecit.
Not that I'm a patron of this event, but "powderpuff day" during homecomming week and the "powderpuff football game" are now cancelled because our new principal thinks they're offensive to homosexuals, so many students are PO'd over that.

You know those cancellations happened because someone threatened a bias suit. Nobody does stupid crap like that of their own accord. And need I remind everyone, less than 8 years ago, we had an enormous budget surplus...? Realistically though, our declining school systems have nothing to with that. Nowadays, people seem far more concerned about sneaking in or keeping out religion in our schools, and the actual quality of the education is sort of an afterthought. Not to mention the fact that the tax breaks everybody wants, means less money to go around to all government institutions. Since our officials absolutely require their annual payraise (which they vote on and set themselves : , that money has to be taken from somewhere... More often that not, it means cinching the belt around the public schools just that little bit tighter. And then when election time comes around, it also leaves a convenient avenue for candidates to sling mud at each other (Candidate X doesn't CARE about your kids! He votes for budget cuts in our schools 4 consecutive years! Vote for Candidate Y, the right choice for District Q! <next commercial> Candidate Y doesn't CARE about the people of District Q! He voted to raise taxes 4 consecutive years! Vote for Candidate X, the right choice for District Q! <ad infinitum...>), which conveniently dodging any issue that might be important. Welcome to American politics as usual.

Well, the thing about homosexualism doesn't appear to be a case of someone complaining - straight from our (new) principal, after this powderpuff has been a part of WHS homecomming tradition for the past 32 years. All of a sudden, new principal shows up and says it's offensive to homosexuals. I've doubt that it's someone filing a bias suit.

I imagine that NZ local taxes are collected just like in the US. Whether or not more money goes to schools, that's anyone's guess.
