I'm not entirely sure, but I'm willing to venture a guess that since there were 2 underground levels, 2(?) underwater levels, and 8 boss stages, the theme was featured in 22 of the stages. It doesn't seem like it was that much......

Vaguely related to video games trivia: Can anyone tell me how to "do the Mario"?

That's it actually. Just what Mario does 90% of the time. I imagine stomp on turtles and slam head into bricks is an inappropriate thing to tell children to do, not to mention how many conditions would have to be satisfied in order to perform "the mario" if they were included.
Second and final guess would be the theme is featured in in the 8, n-1 stages.

Since nobody else seems inclined to answer (or even post at all), the correct answer is 19. The breakdown is:
All 8 X-1 and X-3 stages play this music. In addition, 3-2, 6-2, and 8-2 all take place outdoors and use this music as well (1-2, 4-2, and 5-2 are underground, and 2-2 and 7-2 are underwater).
Perhaps another musical question, then?
P.O.W. (NES): During the boss fight in the elevator at the end of stage 3, an instrumental version of a popular 80's song plays. Name that tune.

I failed at adding....I claimed 2 underground stages, 2 underwater stages, 8 boss stages= 12 stages, 32-12=20 != 22. I would have only been one off.
Never played P.O.W.
Legend of Zelda: For the most part throughout the Legend of Zelda games Link remains a silent protagonist. In what games does Link actually spout out a line or two?

The best example I can think of is Wind Waker, where Link actually speaks coherent words ("Come here" or similar) while using the Song of Command (I think that's what it's called, it's the song that allows you to control statues). However, in other games, he seems to muse to himself quite a bit, and sometimes other characters appear to be able to "read his thoughts," implying he's actually speaking out loud. The most pronounced example of that is in Link's Awakening, especially in the beginning, where Marin remarks that he was talking in his sleep.

Yep, Wind Waker is what I was looking for. There are also two instances in the Adventure of Link where he says two lines, though it can be argued it's internal monologue, still a rarity for the hero.
Metroid (NES): According to the Metroid Instruction manual, what year does the game take place?
